In the context of the project, an office of legal help desk has been established within the Rusafa Justice Palace.
The office which was offered by the Iraqi Higher Judicial Council is located at the entrance of the Justice Palace with an easy access for the citizens.
The office shall provide a wide range of legal aid services, such as:
1- Providing legal consultations and giving advice on client’s legal rights and responsibilities;
2- Giving advice on the legal and administrative procedures to be followed in dealing with the legal problem and mechanisms for pursuit;
3- Quietly answering clients’ questions on specific court and claim procedural points, and reminding clients of any issues which need to be raised in court;
4- Coaching by hand i.e. providing follow-up work before the court’s clerk office;
5- Helping with case papers and drafting claims;
6-Drafting the legal and official documents;
7-Providing legal representation when needed;
8-Providing also mobile legal services such as police station and detention centers.
A team composed of lawyers, legal consultants and social workers will be available at the office to provide legal assistance during the working days and hours of the Rusafa justice palace.
Dar Al-Khibrah Organization (DKO) in cooperation with the Arab Center for the Rule of Law and Integrity (ACRLI)is implementing a project entitled “Provision of Legal Assistance Services in Rusafa Justice Palace, Baghdad, Iraq”.
The overall objective of this project is to enhance the protection of citizen’s legal rights, through better access to justice and advocacy and further reinforce the accountability and transparency of the judiciary.
More specifically, the project also aims to ensure an effective legal aid system to the Iraqi citizens in particular the vulnerable and marginalized groups, which guarantee the quality, efficiency and cost-effectiveness of legal assistance services through an office of legal help desk that will be established within the Rusafa Justice Palace. The office will be equipped with the needed furniture and computing systems, and will welcome the beneficiaries to provide them with the needed legal assistance services.
A manual on the policies and procedures of the legal assistance system was produced. It comprises the guidelines for the project implementation, the methods of work and regulations that should be followed in the legal help desk, in addition to the templates and forms that should be filled by the clients.
The manual encompasses all the policies, procedures, methodologies and templates developed to implement the various activities. It provides a general description on 1) the project and its objectives, 2) the services to be delivered, 3) the management, monitoring and evaluation procedures, 4) the needed human resources, 5) the staff training and interviewing techniques, 6) the confidentiality and the record keeping methodologies, 7) the relation with all concerned parties, 8) the legal help desk operating methods and rules, 9) the outreach campaign and 10) the sustainability plan.
The guide also includes a general description on the system that is adopted to archive all the clients’ records and files and to track all aspects of a case life cycle from initial filing through disposition and appeal, etc
